The problem is that people don't always use bugs for bugs only. They use it for support, and if you don't give the free support, they use it for public shaming as a means to coerce for free support. This is what was happening when I turned off bug reporting on GitHub. This was being done by people getting paid for work they were asking me to do for them for free.
I like to help, and I do provide limited free support as time permits. Maybe if FusionPBX had an official forum, that would alleviate some of the pressure for people trying to use bugs as a means to free support. Half of the bugs reported to the FusionPBX website aren't bugs.
The GitHub issue interface is not ideal because it leaves no direct means of contacting the person who reported the bug. This makes the bug harder to solve because of less likely to have direct means of communication, which makes it easier and faster to resolve.
