Wired characters inserted into invite

I have some extensions that when making an outbound call, some weird characters are being inserted into the invite. It is not happening to all the users, just to certain users. I have checked the callerid fields and there are no extra spaces after or before the number. When I make an external call it fails, our provider doesn't like it. An internal call goes through, but shows [] at the end of the number. Any suggestions on how to remove these extra characters?

So the invite looks like:
from: "123456789ooo" SIP:123457890%E2%80%AC@1.2.3.4; tag=<sometag>

Get an sngrep of the internal call so you can see exactly what the phone is sending.
 
On the phones I am not putting the callerID, just the extension. If I change the callerid on the GUI to a different number it works as expected, but for some reason these particular numbers keep adding [] to the end. And it is happening on a handful of numbers. So same extension set callerid on the GUI to 1234567890 it works, but if I change it to 0987654321 it add the [] at the end. I am running version 4.5.29 on Debian 10. I just tested it again. If the last 4 digits are 1024 for some reason it fails, if I change the last 4 digits of the callerid to 1023 it goes through successfully without any extra characters.
