Outbound route issue

I am having an issue when dialling an 8 digit number, e.g. 3277 3636 i would like to have it dial the number as 07 3277 3636. My outbound route looks like this:


But for some reason it is dialing it as 0332773636, see below bridge command from the CDR

Could the call be going via another outbound route? I can't see where 03 would be coming from.
