I am trying to follow a couple of posts that cover inter-tenant dialling. The one in particular I am looking at is:

The two tenant domains are: 't1001.pbx.mydomain.com' and 't1002.pbx.mydomain.com'. I have several extensions setup on '1001' and am connected to x403 specifically. On 't1002', I set extension '1100'.
In tenant 't1001', I created an outbound route, then when into it's settings and made the settings at the bottom look like this:
(Tag, Type, Data)
condition, destination_number, ^5(\d{4})$
action, set, call_direction=inbound
action, bridge, user/$1@t102.pbx.mydomain.com
I removed all other settings from that section. When I dial '51100' from my extension 403 (on 't1001'), I get a fast-busy signal and my phone's screen says "Call failed".
Not sure what I might be missing?
