Inbound Fax Email Not Sending

All other notifications work i.e voicemail, missed calls, fax success or failure notifications. The only thing that isnt working is sending the fax via email as an attachment when it is received. I have checked the mail log in /tmp and it is not showing any error or attempt to send the email with pdf.

Thanks I ended up wiping the server and building 2 new ones and migrating over. Solved my issue. No idea what it was on the old one.
