Inbound Calls and Extension to Extension Calls

I have a weird problem. All of a sudden all inbound calls and extension to extension calls are going straight to voice mail. Everything looks normal. It started today. Any ideas. No changes were done in Dial Plan Manager or the In Bound Routes.

When I look at the CDR it shows..

originate_failed_cause USER_NOT_REGISTERED

All the phones are registered..
