Hi,

I'm not sure why are you using the Dial Plan Manager or Inbound Routes or even putting a dial string in Time Conditions.
You are also using Time Condition extension as Ring Group.
It also appears you have a logic of extension as numbers.
Based on the screenshot, you are using same extension for time condition and ring group = 6810.

Create two extension and provision devices to them.
Add time condition as extension. Use 9000 or whatever you want.
Ring group use 9100 for example.
Go to Dialplan -> Destinations.
Add DID in Destination field aka number on your SIP provider that people call.
Create a Destination for each number.
Set 9000 Time Condition as Actions.
Scroll down and put a checkmark on Voice.
In Time condition create Business Hours as you did.
Alternative send to IVR with a recording. If you want the caller to leave a Voicemail, set 0 to IVR.
On ring group you need a timeout destination - Voicemail, hangup, IVR, whichever.

Order of creation:
Extensions - most common 3 digit. Do not use 2 digit.
Ring Group
IVR
Time Condition - for the three RG, IVR and TC decide on uniform extensions for all customers.
Destinations

I would also recommend that you read the documentation. You need to understand the basics of FusionPBX. It ain't that complicated.
I rarely use the Dial plan manager and that is only for some other things, like MoH or agent no login and such, even less Inbound route.
Here is one guide that did fairly good job for you. Click on Destinations, Ring Group and Time Conditions.
Some relatively good docs
Note: Not everything is covered here in details, but is a good place to start.
