Follow Me Not Working on Dummy Extension

I have a dummy extension (that isn't registered to an endpoint) that has a follow me set to a cellphone number. When this extension is dialed, the call fails and the logs show the following error:

Cannot create outgoing channel of type [user] cause: [USER_NOT_REGISTERED]

This makes sense, because the extension isn't registered, but the call should continue on and use the follow me list and dial the cell phone number specified but this isn't happening. What's weird is I have this working in other tenants, so this seems to be something new..

Any ideas?

Maybe try creating a ring group with your cell number as the only destination instead of a dummy extension?
