Can't make 11 digit local call

Hi everybody,
I'm stuck on this, i can make local call with 9 or 10 digit, but i can't make an 11 digit local call.
As Output dial expression i've put this:

^(\d{11})$

What could be wrong?

That looks ok to me what error comes up when you make a call

I've solved, there was an error from my VoIP carrier service, after many try and tickets we solved it,now works perfectly.
