SOLVED Calls are routed to voicemail. SIP/2.0 400 Bad Request
Turns out the issue was with Polycom phone not validating the backup servers. Security feature and worked by design. Once the phone new about the new server calls started to work- pbxgeek

Good day everyone, I beg someone to explain me what's happening with my calls. Setup a backup server and testing everything.
