SOLVED Outbound Global 911 route

I'm trying to create one route for all my customers for emergency 911 calls, i selected "Global" instead of that sub domain but for some reason the 911 calls fail, only when i change the context in the the outbound route to that sub domain the call goes thru. any advise on how to get it to work?
 
Did you use (^911$|^933$) and did you check the "Order" field to be a smaller number than any other rule in the domains that would catch prior?
 
You also need to adjust the "context" to act globally.
Edit the context data to ${domain_name}
