I see a drop down in many menus, ring groups, etc... that have the dropdown for ORDER. What is this and what does it do?

The order is usually the order the command get executed in in the dialplan.
For example, with outbound routes you may have multiple outbound routes, by default it gives them all an order of 100 if you change this they will be evaluated in a different order.
