MOH Issue

Hi Guys, so i have a running multitennat system, upto about 10 companies on it now about 100 handsets all going well, one question we have set a moh for one tenant and set it under the extensions, we have uploaded 8, 16, 32 &48 files, it works when someone calls in and they are transfered and put on hold and also outbound, however is a phone calls another phone and they are put on hold i get the default moh ? where do i set this ?
