Failover to a cell phone?

Lets say the power or internet fails, and all of the extensions fall off. Is there a way to automatically shunt these off to a cellphone?
Sorry if this question has been answered, I'm a newbie here.

The simplest answer is to call forward when not registered.
Apps->Call Routing.
