I've searched for this high and low, but I can't seem to find a definitive answer.

I live in Australia where the emergency number is 000.

I note that there are features pertaining to emergency calling like status | emergency logs.

What I need to do is to change the emergency number from 911 to 000, but I can't find anywhere in a dialplan, or menu options, anything pertaining to 911, or emergency.

Is this a Freeswitch embedded feature, or am I just missing something in FusionPBX config?

In Dialplan Manager, you may have a route with destination 911. But you might not have it set up if it's not there. Then, you need to set one up like any other route for outbound calls.

The easiest method for 000 dialing will be to go to Dialplan > Outbound Routes > Add a new outbound route > select "911 Emergency" in dialplan expression dropdown > edit the dialplan to include 000 or 000 only.
