Busy Here sent as normal clearing

Hi guys, so bit of an odd one here, i have a fusionpbx 1.8.5 in the whole it "seeme" ok however the users are reporting alot of normal clearing messages when they dial out. I think its when the system or number the user is calling is busy but it doesnt say that on the yealink it says normal clearing so they think the calls failed when in fact it hasnt its simply busy. How can i get teh phone to either give engaged tone or say busy instead of normal clraeing ?
