What do you see when navigating to the login screen? Which webserver are you using- Apache or Nginx? Are you running Debian 8? Did you check your webserver error logs?

Which model? Are you using provisioning? Did you try hard resetting both phones? Are they on DHCP? What sort of DHCP server do you have? Is there a switch that you are plugging the two phones to? which make and model?
