on debian it's php7.0-fpm

You could try editing the install script of fpbx (/usr/src/fusionpbx-install.sh/debian/install.sh) and comment out the line: resources/switch.sh and in /usr/src/fusionpbx-install.sh/debian/resources/finish.sh comment out lines mentioning /etc/freeswitch I haven't tried it though.
